Québec Immigration Programs

Québec runs its own immigration programs, separate from federal Express Entry. If you wish to settle in Québec, you must be selected by the Québec government and receive a Certificat de sélection du Québec (CSQ) before applying for PR to IRCC. Québec’s programs often require French language ability and an intention to live in Québec. NovaBridge’s bilingual RCICs can assess your eligibility and help you navigate Québec’s process, from securing a CSQ to submitting your federal PR application. Here are Québec’s main PR pathways:

  • Regular Skilled Worker Program (RSWP): Québec’s points-based program for skilled workers. You submit an expression of interest through Arrima (Québec’s online portal) and are ranked on factors like education, work experience, age, language (French and English), and family in Québec. French proficiency is a major asset but not strictly mandatory. High-ranking candidates receive an invitation to apply for a CSQ. Eligibility is assessed on a points grid – for example, a single applicant needs at least 50 points (59 with a spouse) across all factors to pass. If invited, you submit a full application to Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI). Once you have a CSQ, you apply to IRCC for PR as a Quebec-selected worker. NovaBridge’s role: We help you create your Arrima profile, maximize your points (e.g. by guiding you on language tests or diploma evaluations), and prepare your CSQ application with thorough documentation of your qualifications.   • Québec Experience Program (Programme de l’expérience québécoise, PEQ): An expedited stream for candidates with significant Québec experience. There are two categories: Québec Graduates and Temporary Foreign Workers. Québec graduates must have completed an eligible diploma in Québec (e.g. university or vocational program), have at least 12–24 months of full-time skilled work in Québec (requirements vary based on when you graduated), and demonstrate advanced intermediate French (usually B2 level). Temporary workers qualify with at least 24 months of full-time skilled work in Québec in the last 36 months, plus proven French ability (B2). PEQ applicants do not use Arrima; they can apply directly for a CSQ once they meet criteria. This program values your integration into Québec – you must be employed in Québec at the time of application and intend to continue working here. NovaBridge’s role: We confirm if your work and/or studies meet PEQ criteria and assist in gathering proof of your Québec experience (like employment letters, paystubs, diplomas, and French test results). We ensure your PEQ application is complete and submitted as per the latest rules (note: as of late 2024, PEQ for graduates has paused intake for program updates, but NovaBridge stays up-to-date on any changes).
  • Québec Entrepreneur Program: For business-minded immigrants who plan to start or acquire a business in Québec. This program has two streams:
    • Stream 1 – Innovative Startups: You propose an innovative business venture in Québec and secure support from a recognized business incubator, accelerator, or university entrepreneurship center. There is no minimum investment amount for your part, but you must own at least 10% of the equity in the business. You must be 18 or older, have at least a high school education, and speak French at an intermediate level (level 7 on Québec scale, equivalent to B2). If approved, you receive a CSQ and can launch your startup in Québec with the incubator’s support.
    • Stream 2 – Enterprise (Business Acquisition or Start-Up): You invest in or start a conventional business in Québec (not necessarily “innovative”). Minimum investment required is $300,000 CAD in the Montréal area or $150,000 CAD outside Montréal, and you must control at least 25% of the business’s capital. You also need a legally acquired net worth of at least $300,000 CAD. Other criteria include being 18+, holding at least a high school diploma, and French proficiency (level B2). You must present a detailed business plan and commit to actively managing the enterprise. Québec may require a “startup deposit” (refundable) to ensure you have the funds to launch the business. Successful entrepreneurs receive a CSQ, often conditional on executing the business plan.

  • Québec Self-Employed Worker Program: This stream is for professionals and tradespeople who will be self-employed in Québec. To qualify, you need at least 2 years of full-time self-employed experience in the occupation you intend to practice in Québec. You must have legally acquired net assets of at least $100,000 CAD, and a start-up deposit of $50,000 CAD if settling in Montréal, or $25,000 CAD if settling elsewhere in Québec. Like other economic programs, you’ll be assessed on a points grid (factors include age, education, language, finances, and your self-employment plan). French ability (B2 level) is usually expected to successfully integrate. A Self-Employed applicant must intend to create their own job in Québec (for example, as a freelance graphic designer, artisan, or small business owner). NovaBridge’s role: We help you prepare the required financial statements and a credible self-employment project outline. We also ensure you meet licensing or certification requirements if your occupation is regulated in Québec (since you must show you can practice your profession in Québec).   • Québec Immigrant Investor Program (QIIP) [Paused/Resumed]: The QIIP is a passive investor pathway – you invest in Québec’s government-backed investment fund and become a PR without having to start a business. This program was on hold from 2019 to 2023, but it resumed on January 1, 2024 with updated criteria.To qualify, you must have net assets of at least CAD $2,000,000 (legally acquired), and at least 2 years of full-time management or business experience in the past 5 years. The required investment is CAD $1.2 million for 5 years, which is guaranteed and refundable (or you can finance this through an approved broker). Notably, the new QIIP rules require French proficiency at intermediate level (B2) for all applicants, and successful candidates must now obtain a work permit and reside in Québec for at least 6 months within 2 years before becoming a PR. In other words, QIIP investors are expected to genuinely settle in Québec, not just invest money. NovaBridge’s role: We connect you with licensed financial intermediaries for the QIIP investment. Application Process: For all Québec programs, the general process involves obtaining a CSQ from Québec, then applying to IRCC for PR. Once you have your CSQ (whether via RSWP, PEQ, investor, etc.), IRCC will do medical, criminal, and security checks and verify your documents before granting PR. Required Documentation: While each Québec stream has specific forms, some common documents include: identity documents, civil status documents, passports, educational diplomas and transcripts, language test results (for French and/or English), proof of work experience (reference letters, contracts), proof of funds (bank statements, asset valuations for investors), and if applicable, business plans or investment agreements. Québec may also require an “intent to reside in Québec” statement. Post-Landing Obligations: As a Québec-selected immigrant, you are expected to settle in Québec. This is a commitment you make when applying – the CSQ is granted based on your intent to live in Québec. After landing, there is no enforcement mechanism forcing you to stay in Québec permanently (Canadian mobility rights allow movement), but misrepresenting your intent can have legal consequences. For instance, if one obtained a CSQ with no real plan to live in Québec, it could be viewed as misrepresentation. Particularly for business/investor immigrants, there may be specific conditions: e.g., QIIP now requires a period of residence in Québec on a work permit before PR; Entrepreneur stream candidates are expected to implement their business project and might need to report progress to Québec authorities. Risks of Non-Compliance: The biggest risk is misrepresentation – providing false information or documents can lead to refusal or even a ban from reapplying. Québec takes documentation seriously: for example, all financial information in investor and entrepreneur files must be verifiable; an interview may be conducted to assess your French level or business intent. If you fail to meet a condition of a program (such as not making the investment for QIIP or not starting the business for Entrepreneur), your CSQ or status can be revoked. Additionally, if you become a PR through Québec and immediately move to another province without ever residing in Québec, this could raise questions about the truthfulness of your original intent (while there’s no formal legal penalty for moving, it could affect future citizenship applications if it appears you misled officials). Reconsideration and Appeals: There is no appeal process for a refused CSQ – if Québec refuses your application, typically your option is to address the reasons for refusal and apply again, or pursue a different program. At the federal stage, if IRCC refuses your PR application (for example, due to inadmissibility or missing documents), there is also no direct appeal in economic classes. However, you may request reconsideration from IRCC or ultimately seek a judicial review in Federal Court if you believe a serious error was made. Family sponsorship appeals (handled by the Immigration Appeal Division) do not apply to economic cases like these. FAQs – Québec Immigration Programs

  • Do I need to speak French to immigrate to Québec? While not every Québec program mandates French, most do require at least intermediate French. For example, PEQ and the Entrepreneur program require a B2 level in French. Even under the Regular Skilled Worker Program, knowing French boosts your points and chances of selection. If you immediately move out, it may raise concerns about whether you misrepresented your intentions. We advise clients to honor their commitment to Québec, at least for a reasonable period. There’s also a new condition to reside in Québec for at least 6 months on a work permit. The intake is limited, and demand is high.
